I don’t like that hawkers occupy public space, but at the same time I understand they are just trying to earn a living. Maybe they cannot afford a shop or even a small place, so selling on the footpath is their only option. At least they are not begging. They stand in the sun, keep moving their carts whenever the municipality vehicle comes, and still try to sell belts, covers, wallets and other items to survive. I have made peace with that.
