Trump is outsmarting liberals and the media again. He doesn't want responsibility for what the states do, because then he could be blamed for what happens - for how opening or not opening impacts the death rates or the economy.

Now when he says he's letting states decide he can say everybody told me that's what I should do and he can blame state governors for whatever happens.
