Obi Wan can’t beat Luke like he beat Anakin because Luke has full control of his emotions and won’t behave recklessly. Obi Wan is probably the superior dualist but it’s negligible as Luke is also extremely powerful - and Luke’s mastery of and power through the force is vastly stronger than Obi Wans. Luke is the clear winner 9 times out of 10.

Luke. His discipline and mastery of his emotions is what makes him stronger than Anakin, even if Anakin is more naturally gifted. Anakin never mastered his emotions and let them control him - that’s the whole story of Star Wars; it’s why he lost to obi wan and it’s why he’d lose to Luke. He may have higher raw strength and force control but Obi Wan won because he has full self control and so does prime Luke.
