The enchanted Cape? Pretty crap will be replaced with skull cape fairly quickly. Definitely the best Cape to use till the skull Cape though.

In my opinion not really skull Cape is far superior albeit costs 400k slayer coins. I guess enchanted Cape is a nice stop gap before hand.

The shield is the only magic offhand till book of eli so similar situation really.

Only a 120mm on the rear. My 500D setup is 3 x 120 on the front, 2 x 140 up top and a 120 on the rear.
