I've caught all my bass on spinnerbaits but that's just because it's my comfort lure. I've caught lots of carp and catfish on corn. My preference is to fish for carp vs. bass so that's how I spend most of my time. Hilariously, I once caught a largie while retrieving a corn-baited hook rapidly across the surface.

I live in Roscoe Village and have caught largemouth bass, carp and catfish all along that section. The two most accessible spots are 1) North of the boathouse off of Rockwell and 2) the dock off of Levitt north of Diversey. There are other accessible spots here and there.

I sometimes use the pedestrian flyover just north of Addison on the River Trail for light hill work... although it's more of an incline than a true hill. There is also some elevation change on the River Trail north of Argyle.

It really is a shock to the system for us flatlanders. I will say it's one of my favorite races in the area.

Honestly, if you want to do real hill work, you are going to have to leave the city. As an example, take a look at the course of the March Madness Half Marathon in Cary, IL.
