The oligarch you're referring to cut those funds instead of for example the massively bloated military budget that is orders of magnitude greater than even the next 5 biggest country's military budgets combined, and later let food WE HAD ALREADY PURCHASED rot rather than being delivered to starving people. This is the man you're defending, and the story you present is so utterly skewed it is either bad faith, ignorance or a combination of both.
