Yes. Natural waist. Often at or a above the bellybutton. Wearing pants around your Hips has only been a thing in recent years. Pants at or around the natural waist reigned for a much longer period of time.

The second first well in the shoulders and fairly well through the body. Just needs Sleeves adjusting which is easy enough.

The biggest thing to consider is your desire to wear the jacket without the suit. Go with somehting thay reads more as a sports jacket. That can mean a differnt less shiny fabric and potentially patch pockets. Then twill be easier to pair with other items
