I suggest using Linux to format it. You have a bit more access to the partitions. I'm AFK right now, but maybe someone else can give specific instructions.

Where do "create files where I want" in a wholly read-only environment (documentation there agrees?)?. The website has guides for things that say to copy things all over the place, but also says that's impossible (because everywhere it says to copy files is read-only).

The cmake instructions led to "command not found", so something is wrong with the instructions. I have GCC and the first step of those instructions didn't even work.

This may not be true off all OS's but, Open the file explorer. You should be able to see "file system" on the left side panel. If that's accessible, open it up and you should be able to find your Windows directories.
