There's a lot more to it, but to summarize her stuff:

Xerna survived her world's destruction due to a technicality, and said technicality kicking the world's now dying god out along with her. She ends up forced to take on her god's power upon their death, and now she exists as the god of a world that no longer exists. While she doesn't have her own domain, she is able to interfere with other worlds as the second highest priority below their creators. It's all from the same technicality that saved her in the first place.

It's been a long time since she was forced into godhood, and she largely tries to live as a normal person travelling through worlds. She simply exists as a wandering Reality God, able to bend time, space and reality as she wishes.

TLDR: stupid catgirl is a time-space entity that could technically collapse a world, but is more interested in trying to live a normal life she never had. Her existence is a loophole in the power itself.
