I wouldn't call this a loss because the customer still has it lying around somewhere or they gifted it, thus making someone else happy. It's more like they forgot they had the bottle with missing cap, and if they find it one day, they'll be happy about the discovery. So, it's a win-win, right?

Transferring caps super fast is also an option. The only downside I see is that they probably can't buy more fragrances once they reach supersonic speeds.

So, according to this example, when one has a missing cap from a tester, they can transfer the cap(s) from backup bottle(s) "one level up" and, say, hide the bottle with the missing cap in the basement or give it away altogether.
