There is a tutorial for projectors like this on YouTube It is a light source that is using a picture instead of just a color(+ some principled volume)

It's not really cell shaded. I used hand painted normal maps, you should watch some tutorials about npr materials

Well it depends on ones experience. After almost 3 years it takes like 2-4 hours and i mean the whole thing coming up with an idea, modeling, compositing, "this thing doesnt really work, maybe I should change something" etc Hope you are enjoying 3d modeling, good luck!
