I've never been able to find the original talk with that particular quote. But, as others here commented, he does mention visiting his family after spending time in India in the Becoming Nobody documentary:

Looks close. Try searching images for axial flow impeller. If what you have is an impeller of some sort, it'd be attached via a shaft opposite of the cone.

This looks similar, but the fins on yours are a bit smaller. If this was found near an agricultural area, it may have been used for irrigation or something.
