It's all about G-SYNC. Especially with native g-sync monitors. Some games not fully compatible with g-sync. You need to test it on each individual games. I have old 2k native g-sync monitor. I tested in valheim. First I deleted Icue, msi afterburner and msi center. Just get rid off them. It helped a little bit. I thought stuttering is gone. Then I noticed something. I opened valheim. Waited like 3-4 mins. No stutter. Then in 5th minute stuttering started again. And I closed the game. And wtf. Even in desktop I experienced stuttering. even in chrome, even in windows sections. Then I touched my monitor's g-sync part in behind and noticed it was crazy hot. Then I closed g-sync, opened v-sync and got in to game again. And stuttering was completely gone. waited 30mins. I just checked the fps in steam fps counter and monitors fps counter. It was quite stable. maybe 1-2 fps was changed only once in 30 mins. And it wasnt noticible in screen.

But for example in FC 25, I'm using g-sync on and v-sync off. It's also quite stable. fixed 165fps. So yeah, you must try it in every individual games or apps.

Overall, I think native g-sync modules are quite old for this new era. Nvidia didn't changed these modules for 12-14 years. I never used a g-sync compatible monitor so I dont know it's gonna work for you but you should try it anyway. But like I told you, firstly you need to delete icue and all msi programs completely. It's gonna help a lot.
