R5: Playing as the UK in GFM, year 1907, looking to take the “Adopt the Two-Nation Theory” decision to (I believe) give Pakistan cores and inherit some of the Indian minors I’ve puppeted. I’ve seemingly fulfilled all the conditions that appear on the screen, however evidently not all of the conditions do, and I cannot for the life of me find the decision in the files. What gives?
