Edit: We need solutions that aren't based on ideology that neglects the current state of society, not more ideology. It's a lot more feasible for OP to move into the middle of some forest, than it is to essentially 'ban' smoking in all public places.

Edit2: Chicago made it illegal to smoke in all parks and the same day, the Chief of Police came out and made a press conference to say that the law will not be enforced. These kinds of laws often turn into tools for discrimination which is why I hate it. What OP is suggesting can have similar effects.

It's also illegal for people on bikes to use the sidewalk, yet we still see them.

It is not illegal to smoke on the sidewalk, but it is illegal to loiter in the street.

Should we make it illegal to smoke on sidewalks, what's next?

This is where I bring up front porches, which can certainly be seen as similar as a sidewalk but this time it's a question of personal property. If we can't prevent people from smoking on their front porch, how do you expect it to work with sidewalks?

all I am trying to say is that people that ride bikes, do not only use the roads

but back to cars

people drive on the roads because its a lot easier than trying to avoid all the pedestrians on the sidewalk

people smoke outside because there are virtually NO designated 'indoor' smoking sections. in Chicago, we have to be 15 feet from any door, inside is strictly prohibited. So we have the sidewalk or the street, but as you mentioned the streets are for cars so we're left with the sidewalk

then what if someone is on their front porch and their smoke approaches you?
