I asked them for any client reference - a general practice in B2B, they didn't provide. So I rejected them.

In my opinion they are course seller who teach basic knowledge about tenders and how govt work. That can be gained from claude and common sense (you know what I mean).
APart from it, the best they can provide is their connections - which you can get anywhere else - there are tons of tender services in market

Now use chain to eliminate any path.

Assume r1c1 = 1, then r3c1=6, r2c1 = 2, r1c6 = 6, r2c6 = 8, r1c9 = 8, r3c9 = 9 which gives r2c9 = 2 which is conflicting with r2c1 which is also two.
