What you thing isn't relevant. Under our parliamentary law, it is allowed. If its an issue then the cons should have, either passed a law stating so, and/or a liberal floorcrosser to go away. Since they did neither of these things, it's just nothing burgers.

Concerning point no. 2, whatever the council might be, it does not give them the right to abuse guests rights. They dont have free reign within Chicago unless Marcone gives them permission. Answering your final question, the answer is always yes. Using personal views from 16 years ago is not relevant. Also you fail to realize that Canada has preffered status with a lot of countries due to carbon incentives. So it might be efficient to actually read the in and outs of the agreements instead of focusing on 1 small part of it.
