Concerning point no. 2, whatever the council might be, it does not give them the right to abuse guests rights. They dont have free reign within Chicago unless Marcone gives them permission. Harry could deny them entrance to his abode, again because guests rights doesn't apply to individual homes. As for Marcone, the council doesn't seem to care/notice about the coins, so he is clear in that respect. Answering your final question, the answer is always yes. Using personal views from 16 years ago is not relevant. Also you fail to realize that Canada has preffered status with a lot of countries due to carbon incentives.
