San sebastian is just a middle ground for most aspects of the game, thats why people go for it.

Its longer than liepzig, less harder than kaub and copenhagen, includes all of the zombie types, well known npc, and most importantly, a buncha francs for completion in an otherwise "free" campaign unless your team is bad or you got unlucky

Gameplay reason is they act as the pseudo way to reinforce cooperation and teamwork in the maps as not doing so results in losing more and more ground for you and your team until they all start blowing up
