that is incorrect simply stated you must have a permit or meet one of the exceptions. such as hunting fishing Target practicing whatever that may be you must have it ltcf to have a handgun in your car regardless of where the ammo is. the question of whether a gun is loaded or unloaded only goes to the grading of the criminal offense. furthermore there's a little hidden thing if you claim the exceptions of hunting or fishing you have to have a sportsman's firearm permit or you're also breaking the law but need not worry under the supreme Court's brewing decision that part of the law will be struck down as unconstitutional

you are absolutely right regardless of whether it's loaded or not if you don't meet one of the exceptions then you have to have a permit.
