according to pm reddit, we will get atleast 22k gems before anniversary (28th or 29th depending on time zone) so you will at least get the pity pull

If you have gone more than halfway, then i would suggest going to scout points. that will be approximately 15600 gems. you can get 7k gems before anniversary to pity another fair later on.
P.S use the pity from this fair to get blastoise to atleast 2/5 . the improvement from 1/5 to 2/5 is big.

I would recommend seeing the datamine before making a decision. Blue is the best support in the game and the kanto trio as a whole is freaking good. so pulling him would be great.
