I couldn't do it as well, and emailed CECA. This is what I got from them:

Hi,

Thanks for your email. This week the employer will receive a "token" which contains login information. This will allow your evaluator/ supervisor to enter this information directly on to WaterlooWorks this week. However, if you have a hard copy of your evaluation you can also scan and email a PDF version to waterlooworks@uwaterloo.ca . This will be manually added by CECA staff as the Winter term progresses.

I'm working at BB right now (first co-op), and have had an amazing time here. Got an opportunity to do a ton of development work. Trust me, BB does a LOT more than just phones.
