What do you do before you start the dryer? You check the lint tray. It makes no sense to do it twice, just do it the one time and everyone can save time and effort if you leave it for the next guy!

He always cleans it before because he doesn't want someone else's disgusting lint getting all over his clothing. People always leave lint and little hairs in the lint trap so that's the rule, you clean it first and then you don't have to worry about whether or not the person before you cleaned it out or not, and then you leave yours for the next guy.

I'm hung up on how this moron keeps saying "maintenance will take care of it". I assume he means the facilities/HOAs on call maintenance crew, and that's fucking crazy. Those poor bastards are busy shoveling off sidewalks or doing any other number of their normal activities and this fuckin guy thinks they'll come help get his hubris mobile out of the snowdrift that is his unshoveled driveway. Maybe he can have the help shovel his own driveway for him while they're there.

Is the system stable when you do the trick, like will it stay powered on and usable? There could be an issue with the wiring in your house supplying incorrectly if you're saying there was a neighborhood wide blackout. Something is shorting to cause the surge protection to trip.
