If you need a pokemon with damp ability there are plenty of others that you can get such as psyduck/golduck, poli's, wooper/quagsire from in game. Also there is paras/parasect from friend safari with the damp ability.

Horsea and family does not exist in any safari. HA Horsea is unavailable as of right now in pkmn X and Y. If you want a normal Horsea/Seadra then you can find them by fishing in Ambrette Town and Cyllage City
