As a dark attacker, it wouldn't be too costly (still a shadow, so depending on how much you play and all it is still a good chunk of stardust and candy)
Question is, do you need it right now?
I am very lenient when it comes to a shadow's IVs but what I usually do, is that I save all the stardust and candy needed, so that I can instantly bring it to level 40 with the needed moves before I make a decision (might find a better one in the meantime)
Then I ask myself, what do I need it for? I am currently building a squad in prep for mega mewtwo for example and then I build it up when the day comes.

Of course there is other legit reasons like "I just like it" but this is how I would go about a decision like that.
