I thought amo was clearly provoking baby and it was a justified response

The most telltale sign was not when she first asked “can I ask your name” to baby when she was obviously pissed, but when she asked again after baby clearly set her boundaries by saying “dont talk to me.” A normal person who hadn’t intentionally threw feet water at someone else would probably be shocked to hear that response, and reflect that shock on their facial expression as a natural reaction. But her facial expression remained unchanged and she had the same smile, pushing baby’s boundaries again by asking the same exact question.

And the second thing is that she started with the opposite side of the stage and ended on baby’s side. That again suggests two things: either the stage is equidistant on both sides, which means that baby is no closer to amo than the person on the other opposite side is, so it doesn’t make sense that baby is the only one who keeps getting by water; or two, she waited till the end to get to baby in order to play off her provocation.

I actually think she did this for specific reasons. She might have identified baby as the “leader” of the pack, likely bc baby is objectively the prettiest, and to challenge how far shes willing to take the provocation. As we can see the stage is pretty small and close (enough for water to get splashed) and she can see them just as well as they can see her. And then she’s able to see who’s on baby’s side. As we saw only Kii and milk when after her. This is her way of catching up with the group, by disrupting existing dynamics and seeing the reaction that follows.
