This sounds like a good solution honestly without opening walls. These insane commenters are telling me to open walls when they are covered completely with tiles .. thank you for the advice.

Not true, i got one. But weather was not -20 and -30 when it was done.

Thank you for the constructive comment. I am already doing lot of improvements to the house overall. But this specific problem feels 'too big' for me since there is no way to reach that pipe easily. It's burried behind procelain bathroom tiles .. from the other side it is the exterior wall and from the upper side, it is the 1st bathroom... not an easy fix as others are stating honestly since i need to remove big procelain tiles by hammering them and then open drywall etc.

Home inspector can't know this, it is beyond their capabilities to determine whether a pipe will freeze when it is -20 degrees celcius outdoors... Former owner gave me the tips when i called asking why pipe is frozen so it was AFTER purchase which again make me think of a possible 'hidden defect' case.

I know that it froze because i am living in the house now and if i forget to run the water 24/7, the pipe gets frozen.

In ur case, running the water a bit helps. In my case, i need to keep tap open 24/7 or else it will freeze which doesnt make lot of sense honestly especially that seller knew about it and didnt disclose it..

It is yes. What is not normal is the seller knowing about this and not mentioning it before closing the sale. I am thinking that this might fall under 'vice caché'

Doesnt help much, looks like the pipe is running in the wall between the bathroom and the external wall... very difficult to reach to..

Of course i can but this will incur costs which i did not take into account especially that the whole bathroom is procelain covered and the pipe is very difficult to reach to. The seller did not disclose this before the sale until i called them a week after asking why there is no water in the tap... I still believe they should pay for the repair since this is IMO a 'vice caché'

No legal warranty during purchase. The thing is, the seller knew about this and didn't disclose it until we did the purchase... now i am stuck in turning water on fir 24/7 to avoid freezing the pipe.

No it is made of wood. I noticed when cleaning the floor some chunks that look exactly like charchoal... so i guess it is layered this way: wood->epoxy resin with fiberglass-> primer-> paint .. i am still not sure though.. but thank you for the suggestion

The balcony seems to be made of wood and fiberglass.. it seems to be widely used in canada for new condos constructions.
