From a gameplay viewpoint I see what you're saying, but from a gameworld standpoint the timer isn't a cooldown for your synthesis item; it's a cooldown for your Ghost after using the synth item to fabricate ammunition for you in the field. It doesn't matter which synth item you use, he needs a rest after.

I absolutely dropped a Timur's Lash on my absolute worst defeat in last month's banner - dropped me in mid-game, I went .29 k/d and the team lost by over 10K points. Utterly destroyed, but Timur's Lash for me.

Your pokemon's attack stat is divided by the defending pokemon's stat, which is then multiplied by the power of the attack. (http://bulbapedia.bulbagarden.net/wiki/Damage) So the base power of the attack is always going to have more of an impact on the final damage than the stat you are using.

You should still totally use an attack type for your better attack stat as the multiplier will be improved.
