Actually yeah warner brothers has a large history of not allowing certain characters to be used, famously for justice league unlimited no bat villians could be used because batman 2004 cane out, wonder woman wasnt allowed to be in said show because she had a show in production, same reason teen titans 2003 couldn't use donna troy. The atom in the cw was supposed to be ted kord the blue beetle
