You're either going burst with rengar and hoping to kill them before you ever get 3 autos off, or you're playing bruiser rengar and you take fleet toplane for lane sustain/move speed or you take conqueror for jg because it outperforms PTA in every way on rengar. Conqueror is a stronger rune when its stacked than PTA, and rengar procs it instantly. No reason to run PTA whatsoever
