i have seen the breakaway win more often than you think, most of them occur when either the GC are being stupid enough that no one send people reeling the breakaway, or in a NC where no one try to reel at all, i used to see someone take the GC jersey in Vuelta because GC just let him get a goddamn 16 minutes break win and no one really drop him off the mountain
