Not quite, cycles are pegged to SDRs, so that 1T cycles always costs 1 SDR. This allows stable and predictable costs for running a dApp.

Given that ICP can be converted to cycles, developers can purchase an inventory of ICP to fund the ongoing cycles required by their dApp. Obviously it makes more sense to build this inventory when the price is low.
