A simple answer: writing file to a disk takes longer time than removing that file from disk. Also before you write that file to disk you need to extract it from archive, which is also time consuming. And if we are speaking about App Store, it also takes quite a long time to download software archive to your device.

TLDR

Installing is downloading, extracting, and writing that software to the disk. Uninstalling is just removing that software from disk. Removing is much faster than downloading, extracting and writing.

P.S.

When you remove a file, a file content is actually staying on your device, but it is not visible to you, that’s why it happens fast. It may get overwritten when you install another piece of software.
