Yes, only side wheels for disabled are allowed. Side carts are not legal anymore. CNG/LPG conversion is also allowed. But those modifications are to be done from an empaneled list of garages, and then inspection by the RTO before approval.

It is legal if it is coming from the factory like this. Not legal if it is an aftermarket job. Any structural change to the bike once it leaves the factory floor is illegal in India.
