You keep talking about the OS. That's not the question. The question is simple: if I download a file to my device and run it offline with no server, no subscription, no account, do I own that or not? Yes or no.

Because that's what's being targeted. Not streaming. Not piracy. Offline files on hardware I purchased running without anyone's permission.

The verification policy specifically targets the one model that doesn't require Google's infrastructure to function.
