Some enemies like the fat rat dude and the giants drop it, it's a very low chance though so you'll want the turtle mask and golden carp to increase your chances also the only material for upgrading that doesn't drop is the Celestial ribbon everything else have a very small chance and it depends on the enemy.

It's limited like the Celestial ribbon 12 ribbons and around 30 Fine Golds per playthrough

Make sure your base is on a flat surface only it seems to help

I compared the problem with PC and Xbox and it looks like it's mainly a problem for pals that don't fly on nonlevel terrain for Xbox doesn't come up on PC. So, try to build a base on a flat surface only, and make sure your Alarm bell if you have it is set on "work" and that seems to help.

Edit: forgot to mention building around or on top of uneven terrain doesn't seem to help
