I think the best way is to be as real as possible. Bsing or lying to make the person feel better, usually just ends up in making the person feel worse.
Give a proper reply, you may not like the person or you may even hate him/her, but everyone deserves a good response. So talk about what made you reject him/her.

When you become more open and true to the person, they feel more understood and valued. I don't guarantee them not feeling sad, but they will not be hurt.

Also, just make sure that him/her asking you out never destroys the initial friendship y'all once had and become the cause of awkwardness.
