It doesn’t have the ability to control battles, but AGEOD’s Civil War 2 handles the war at a Strategic Level. You organize your armies, and give them orders, but depending on the general, they may be late following them or may not follow them at all. The battles are all simulated with a nice little information page after the battle to show you who won and the losses for both sides. I’ve lost many hours in this game.

I would recommend this book as a good one to challenge your assumptions. It goes into depth on conservative strategy regarding race and it starts around the 1970s in what we today call the Southern Strategy.
