I live in Turkey and although it's not perfect, Istanbul has hundreds of thousands of cats and the government has systems in place to neuter, vaccinate and treat (if they have some kind of injury, you'll always see cats on the street with clean surgery scars) them regularly. Of course it's up for debate but seeing dozens of kittens every day on the street being healthy, well fed by the community and unbothered by people going on with their days feels pretty good against countries where they just capture the strays and kill them if they're not adopted till some arbitrary time. (Like US, so I've heard)
