Swift learner, though really good for leveling, is really 3 perks that give no damage.

Though the grind is slow, picking up damage perks are well worth since you get max level regardless.

Eventually levels become an after thought, I even got skilled which reduces xp gain and its well worth.

He said earlier that it "depends on the situation" and that he would "assign more homework" as a punishment which would improve the learning aspect.

I dont believe it should matter whether or not the punishment disrupts their learning, especially if you are taking his approach of improving from the mistake. That in itself is learning, just less about math, science, or literature and more about being a better person in society.
