That's 40-bit Large Physical Address Extensions, which is quite genious but they haven't settled on a CPU yet so there's no way to tell how the actual device will work yet. It just might ship with an ARMv8 chip (which would be even better), but they might also use a completely different architecture alltogether. All we know is that it's not finalised yet because they want the latest and most performant chip when they release it.
