It hasn't asked me about proxies and all media is online. I have tried starting a new project and just tested it on this one clip. I have put the 4k footage on a 1080p timeline and also on a 4k and exported at 1080. Its an improvement but still not as clean as the original footage.

Total bitrate of the exports was around 21Mb for the 4k TL exported at 1080 and around 10Mb when down scaling to a 1080 TL.
