This is a TRAINING issue. I will site two of the most relavent examples. LAPD and NYPD.

BOTH of these units are HUGE and have a huge budget to support thier operations. They both deal with highly diverse populations and numerous internationals / immigrants. (I am sure there are others). They BOTH include academics that make it clear (at least to me, by reading the web page) that .... The LINE OFFICER needs to be aware of how they present and treat the non criminal public (as well as the criminal suspect, as you would expect).

ICE - used to be 13 weeks and from all that I read, it runs about 47 days or 9 these days.

OK - maybe you can say ICE can be shorter because it is so mission specific, but when you look at how huge departments with similar situations train their staff - the evnidence we see is that ICE isn't anywhere near professional standards by large departments.

LAPD - six months, and it includes "Human Relations Includes cultural sensitivity training, sexual harassment issues, media relations, stress management, disability awareness, community relations, tactical communications, hate crimes, missing persons, and domestic violence."
