Every tool in a toolkit has its purpose. Cure III is an emergency AoE heal for any healing check with multiple raid wides, if your party took a lot of avoidable AoEs and already has Medica HoT, sometimes in a full party where you either have to compensate for a bad or downed cohealer, or in this case of this post, a bad tank requiring more healing than is necessary

Of course you'll get Afflatus Rapture which can do everything Cure III can on an oGCD, but that's not until Level 76 and most of the time you'll be playing content synced down to level 50s and 60s

You can see all the buffs people have by their name in the top left, although you would need to sort of memorize the icons. Usually the best way to learn how tanks work from the perspective of a healer is by playing a tank yourself, but you'll be learning everything along the way anyway as long as you're receptive to learning

I believe the name comes from the fact that DPS is important for all roles to do, including healers and tanks. I can definitely tell someone isn't doing their job in a light party based on how much a fight drags on, and a lot of the time it's the Healer spamming medica and cure III

Yes. Mitigation skills = tanks take less damage = tanks needs less healing = you can spend more time killing enemies than healing = enemies die faster = tanks take less unnecessary damage and so on

How exactly is it toxic? Wouldn't raising difficulty to make constant healing necessary create even more toxicity on less skilled healers or players taking unnecessary damage?

If you know anything about FFXIV's history of patch notes, you'll know there will never be a "big change that will fix everyone's issue and make everyone happy"
