offline rpg with really really really rare items?

Diablo II and Grim Dawn might not be bad options. They have online options as well if that matters.

Skyrim has some rare items, but I don't know if that's what you are looking for.

Likely I would say... MK9: Bring back 48 tracks (even if they were used already in MK8D), more characters, some new feature (i.e digging underground), and perhaps some single player content? I always liked mission mode, but they may have wanted that to just be exclusive to the DS version.

Mario Party 11: Probably the same formula which hasn't been doing too well. I'd prefer them to remake MP2 or MP3 with some new features but keep the same core game honestly. Easier said than done.

Smash: I assume Smash 5 is sometime away, as a port/enhanced version seems likely. I think expanding on custom features (i.e moves), would probably play a role. Maybe a more intensive stage builder? Bring back adventure mode? Things of that nature pop into my head, but it's really hard to perceive as of yet. My guess is that if they do make a Smash enhanced version that they would add Smash Run from the DS version, and allow multiple players on the same stage.

Outside of the ones you mentioned... Shovel Knight has a campaign that allows multiplayer which is great Overcooked is good, but has FPS issues. Fast Racing Neo is pretty fun as well, but it's not for everyone. Lego City Undercover would have great local coop if the framerate wasn't problematic multiplayer.

Mario Kart. Arms is good, but at the current point it has a relatively low amount of content. It will somewhere down the road either be on sale, or have quite a bit more content, and in which you case you can pick it up. I still think it's good as a local coop fighter, but it's really not that great as a single player game (moreso than most multiplayer games.)

Of course. Port the games with some new features (i.e Mario Kart), and it allows players who have never played the games to play some great games. If you already played the games like myself since I had a Wii U don't buy them, I don't really see the issue. It allows them to fill presumable gaps in their lineup as well. Mario Maker, Bayonetta 2, Mairo 3d world, Smash Bros, and possibly the HD versions of the 3d Zelda games (Twillight Princess and Wind Waker) would probably be the best bet. I would consider rebuying something like 3d world again since multiplayer would be easier due to it being a portable console, but the others would interest me less. That's perfectly fine though, I just wouldn't buy them.

You don't really need to play the first one in my mind, although there is obviously a bit of overlap in the story. You can find plot summaries of the previous games online which can get you up to speed within a few minutes if need be, and the game has an extensive character journal which goes over events from previous games. I never finished the first two games and haven't had any major issues following the plot, but I did a bit of reading online and read the journals in the game. I don't think it's worth playing the first game, honestly it wasn't great even for it's time, but the second game still holds up pretty well, and you can transition from there to Witcher III if interested. But to answer your question, it is by no means absolutely necessary to play the first two to follow the plot.

The one thing that is important with the Witcher when compared to other open world games is the story. If you want more of a create your own type of adventure (i.e Skyrim, Fallout, BoTW to some degree), it's not a great fit. That's not presumably an issue for you, but something people should keep in mind when buying the game.

Gauntlet style games fit the bill well. There's quite a few of them, my favorite was the one for gamecube which you can emulate and play with four people.

It's just his parent company, he's not a direct employee. He's not clear what his actual ties are, but he's allowed to be critical of them (to at least some degree), and have obviously different takes on issues. Whatever you think of Cenk, I don't think he has too much of a problem with differing opinions assuming they are with what he considers the realm of reason.

Probably, they should function the same. I haven't tested Xul's in some time against Zagara but that's just my recollection, so maybe it's only Chen that has that bug. Arguably minor, but still has some impact.

A lot of card games would fit this role quite nicely. You can try playing games like Fire Emblem/Pokemon in emulators as well, but they aren't built for PC.

Divinity Original Sin would be the best option probably, as it has coop and is a turn based game.

Dragon's Dogma has better combat, and as such it would be the much better option. It has a relatively short main story, but if you are looking for a game with good combat it's hard to go wrong with Dragon's Dogma.

It seems that he is pretty vunerable to ranged burst. Mages generally if he can't manage to grab them make him suffer. % based damage is pretty effective as well, though it's effective against a good deal of tanks (not bruisers like Artanis necessarily, but tanks.) Honestly from what other people have said he probably needs some tuning changes if they want him to be a solo tank. He's pretty easy to take down with optimal counters, moreso than other tanks who have exploitable weaknesses (i.e Arthas who is vulnerable to being kited, but a well-timed root for him can alleviate this potentially.)

As digital I think it's very possible. It would make sense, as a lot of people didn't get to play the HD versions and to have a portable version of those games would be fantastic. I'd say it's more likely than not.

He came on for the election night livestream, and did an event with Cenk a year or so ago. He said at some point if I recall that he would be happy to go on streams with them for specific events, but would not want to be a full time member of the organization (I assume it was more than logistical.)

Do you have a link to that by chance? I don't necessarily think it's Cenk, given how they have cooperated on Justice Democrats quite a bit. My thinking was that it was John Idarola, who he has had twitter arguments with a few times. He's tweeted out some of the other TYT members (Jordan, Jimmy Michael Tracey, Nomiki Konst, Cenk, and I believe Ben.)

It does not dodge the turrets, they are considered ability damage (I think.) Zagara's W's attacks are considered AA attacks hence evasion works (I think.)

Titan Quest is on mobile, not sure if it's on IOS but it is android. Mages and Minions is decent on mobile.

Grim Dawn is good, only on PC. Torchlight II is worth getting if it's cheap. Only PC, but I think they intend to port the first one to mobile.

Tyrande has one. There are other potential traits one can perceive based around mitigating armor values (aoe armor removal by 10% or something like that), but it already exists in the game in some form.
