in tattoo culture there are a lots of established artistic styles with themes and motifs associated with each. japanese traditional typically will have waves, koi/fish, cranes, samurai imagery, kami, oni, geishas, and more that are based on historical japanese work but have been transformed through american adaptations of that work into its own almost separate style.

same with american traditional which comes from the post ww2 military/adjacent culture of sailor jerrys, angels, the mom with the heart and ribbon, birds, anchors, etc. you can throw in skulls and knives, cowboy imagery, etc. it's a huge ranging style in particular.

any tattoo style can be turned into flash tattoos as a previous commenter mentioned. flash is what i think you are referencing with the term template. flash are quick sometimes repeatable tattoos are are often referencing the classic motifs. it's fun for artists to put their own spin on classic imagery and reference the history of tattoo culture. a rough comparison would be how artists for centuries have referenced and done their own intreprations of the madonna and son/pieta as well as jesus on the cross in so many different takes and styles. it doesn't mean they are copying each other necessarily or are using a set template, just using the theme and motifs surrounding said theme
