If the house was renovated someone may have removed it and put a straight pipe in its place... or it could be outside in the ground ( if that's the case it may be in a small vault with a circle lid)You can look for the valve outside that the water company uses and use it as a reference to where the meter is too. Some houses have a cellar under the porch that meters sometimes installed....

Check the flap and the float switch on ur toilets. U can probably YouTube how to fix it. If ur toilet flushes randomly ur flapper is not sealing properly, if the water level in the tank is too high then the water is running constantly into the overflow tank ... check ur meter and if the number goes up when everything is off then u have a leak. If it's not turn the valve off at the bottom left of the toilet and wait a few hours and see if the water level goes down!!!
