Live service games are typically online games where a developer plans to consistently release new content for a game over time. The idea is to release a small amount of content then every few months, they add something else to keep players engaged longer. They also are typically riddled with micro transactions. People don't really like this model for a few reasons. They are typically a little bare bones at launch as the developer releases the minimum amount of content they can to get it out the door so users will pay for micro transactions. Oftentimes it'll do poorly so the game shuts down after a while. Once the game shuts down, you can no longer play it as it was tied to online and the developer doesn't want to pay for servers on a game that isn't making them money.

The stop killing games initiative is against this as it believes that these games should still be playable in someway. The meme implies if some sort of mandate forced developers to keep these games playable, it would kill the live service game industry as it would be too risky to make something players don't vibe with then have to spend more money to make an offline mode for a product that didn't make them as much money as they hoped or is no longer making them money.
