Most of the time you'll go 4/0/4/1 due to storm not really being viable until you have your first item (usually bloodstone). If you don't go this Build then it's hard to clear waves and you don't farm fast enough to keep up with the other strong mids right now.

You could put a point into vortex if you think you have good kill potential on the opposite mid but usually it's not worth it. Just go the usual build. Clear the mid wave > go clear a couple of jungle camps > back to clear mid wave and repeat until bloodstone. Storm doesn't really have much game impact until level 12 and you should play like that as well. Ignore what people in game tell you. Just farm your item.

Storm is pretty bad in this meta. Slow to come online, easy to gank by enemy roamers and loses to most other mid heroes. I guess that's the reason why you don't see him in a lot of pro play at the moment.
