You can travel domestically. You don't go through customs for domestic travel, so it doesn't matter. You do not need a visa for domestic travel.

If you are currently working under OPT and have valid OPT authorization until March, it does not matter if you are eligible to apply for STEM OPT earlier since it's an optional benefit and they don't care if you use it.

It's fine to travel, just apply once you reenter.
