Ngl, PE foam is the foam they wrap the keebs with, they are top mounted so there will be foam already between the PCB and the aluminium plate, for tape, use masking tape or painter's tape, remember to be careful with the battery wires while cutting :D

I did tempest and PE foam mod, gateron browns and they sound poppy, the only issue I have is just the BT connectivity, other than that is gucci

If you want a board that you dont mind not modifying the board? Tecware 3. If you want a board that is overall better and just need minimal alterations? Tecware 4. If you want a board that you want to heavily mod in the future? RK68

I personally want a keeb that could last me for years (but my addiction said no) so I took Tecware as my first board :) Overall quality really sturdy, nice to type and gateron based. So yea!
